Hyperscale siting turns on four things: power headroom, water for cooling, fibre landing and land at parcel sizes most industrial estates cannot offer. Very few places in India have all four within reach of each other.

Visakhapatnam does. The state generates more than it consumes at peak, the city sits on subsea cable landings, and land at campus scale was available against the port.
