The Board is the state’s single point of contact for investment. We take a project from the first conversation to first production, with one named officer throughout.
Before you commit
Nothing formal is required at this stage. Use any of it while you are still deciding.
Site and land searchWe search the state land bank against your requirement and come back with specific parcels, each with utility, power and port distances attached. If nothing in the bank fits we say so, and we look at privately held land instead of offering you the nearest available parcel.Feasibility inputsPower tariff and load assessment, water allocation, labour availability and logistics cost for your configuration. These go into your own model.Site visitsArranged with the officers who will be answerable for the site afterwards. Problems with a parcel come up on the ground, not six months later.IntroductionsTo companies already operating here in your sector, to potential suppliers and to the institutions you would recruit from. We encourage you to ask those companies what the experience was actually like.
Getting you set up
State Investment Promotion BoardMajor projects are placed before the SIPB, the standing forum where the departments that matter to your project sit together. We prepare and present it. The decision records what you will build and what the state will provide.Statutory clearancesApprovals run across departments at the same time. We hold the tracker and the escalation route, and we use that route when something stalls.Land allotmentAllotment through the state industrial infrastructure corporation, with tenure ranging from long-term lease to freehold, depending on the park and the project.
Incentives
Incentives here are determined by policy, not negotiated with us. Our job is to make sure your project is assessed correctly against the policy that applies to it, and that what is sanctioned is actually disbursed.
The umbrella frameworkIntegrated Development Policy 4.0, notified 26 October 2024 and operative to 2029, governs incentive entitlements for projects that do not fall under a thematic policy.Thematic sector policiesThe state operates 25 sector policies under the current cycle. Where one applies to your project, its terms take precedence. Each sector page names the policy that governs it.Assessment and sanctionWe prepare the incentive assessment for your project and take it through sanction. We will not quote a figure before we have capacity, employment, capital outlay, location and timeline. A number given before that is not one you can bank.Disbursement follow-throughA sanctioned incentive that is not released is worth nothing. Tracking claims through to disbursement is part of the Board’s work, not an afterthought.
How decisions get made

One empowered forum, on a fixed calendarMajor projects are decided by the State Investment Promotion Board, a standing body on which every department with a say is represented. After you are operating
Most of the investment this state wins in any year comes from companies already operating here. Aftercare is therefore part of the job, not an afterthought.
Issue escalationOne named officer, with an escalation route above that officer. You should not have to work out which department owns a delay.Expansion and second-phase landAdjacent or additional parcels, and re-assessment against the policy for the expansion.Supplier developmentHelp locating and qualifying local suppliers, and support in bringing your existing suppliers into the state.
